A staff user needs the Configuration permission, found in the Business Settings group of a user role (Settings > Business Settings > Users Roles). Sprwt onboarding staff can also open it. Anyone without the permission is silently redirected back to the admin dashboard. The Configuration entry only appears in the left menu for users who hold that permission.
