It depends on the page:

• Templates, Event Time Categories, and Labor & Equipment check the Create Events Proposals permission (Labor & Equipment uses the separate Create Events Expenses permission instead) — both live in the Business Settings group when editing a user role. Templates and Labor & Equipment also require a staff profile; Event Time Categories requires an active kitchen and the permission, but is reached the same way (customers do not have this permission).
• Venues use the List Pickup Locations / Edit Pickup Locations permissions.
• The two reports use Proposals Commission Report and Proposals Account Receivable Report (both in the Admin permission group); the Commission Report additionally needs the Enable Proposals Commission option turned on in Events Settings.
• Calendar, in the current version, does not check the Create Events Proposals permission at all — it only requires a staff profile and both the Proposals and Venues modules to be active (even though the menu link can appear with just one of the two).
• Proposals View Builder, in the current version, also does not check the Create Events Proposals permission. Its access check only requires the Proposals module and, due to how that check is written, effectively just requires being logged in — so treat this page as less tightly restricted than the others until it is reviewed.

The main administrator account and super admins always pass the role-permission checks above (module/plan gates still apply to everyone).
