The Sales Agent dropdown lists all employees of your account (created under Employees), with Choose an Agent as the empty option. There is no separate salesperson flag: any employee can be chosen. Selecting an agent fills % Amount and Fixed Amount from that employee's Proposals Sales Commission settings (or the account defaults); choosing Choose an Agent again resets both to 0 and clears the agent on save.
