• The Employees list and employee edit page only need the List Employees / Edit Employees permissions; no module or plan is required.
• Profiles, Roles, Departments, Schedule, Open Shifts, Available Shifts, Timesheets, Settings and the Employee Dashboard require either the Human Resources module or one of Sprwt's paid plans — shown to customers as Bloom, Orchard, or Enterprise. Without either, the page redirects to Sprwt's plan-upgrade page instead of opening the tool.
• Two things need the Human Resources module itself, even on a qualifying plan: the Roles section (job role + hourly rate) on the employee form, and the data behind the Timesheets pages.
• Employees Tasks require the Proposals module.

If you're on a paid plan without the HR module, the Timesheets table will show "You don't have acess to this module!" (that's the exact wording, typo included, as it appears in the product) — that's why.
