The Cooking Report, Inventory Shopping Lists, Sub-Recipe Report, Meals Report and Packaging Report all count meals whose order status is Unpaid, Paid or Partial Refund. Orders that are Total Refund, Pending Authentication or Canceled are excluded, and individual meal lines that were removed or refunded from an order are excluded too.

So yes – an unpaid (for example pay-later or invoice) order is produced. If you do not want it cooked, cancel the order or refund it before running the reports.
