In the left menu it's under Catering > Settings; the page itself is headed "Events Settings" and is the operational rulebook for both Proposals and Catering Online Ordering. If you have both modules it's shown as two tabs — Proposals and Catering Online Ordering — and your tab selection is remembered if you reload the page; with only one module enabled you get a single unified page.
