Open the Marketing sidebar group and click Menu Builder. It lands on the Menu Groups page (/admin/menugroupbuilder); clicking a group opens the builder for that group (/admin/menubuilder/<group id>). There is no dedicated permission: the pages require an admin-level login (a user attached to a profile or role, or a super admin) and a kitchen location selected in the top bar; otherwise you are redirected to the dashboard.
