A cart that has items, has not been checked out, and has not been touched for longer than this number of minutes is flagged as an abandoned cart. That flag drives the abandoned-cart lists and any abandoned-cart marketing automations. Raise the value if your customers tend to leave carts open while deciding; lower it to react faster.
