There are several independent minimum checks, all enforced both live in the cart and again at final checkout:

• A store-wide cart minimum ("Cart: Amount Minimum Value"), applied per-cart or per-delivery-day depending on the store's setting, and only counted against the modules the store has opted into that minimum.
• A per-module minimum (dollar value and/or item count) for A la Carte, Catering, Grab & Go, Realtime, and any other module the store configures its own minimum for.
• A delivery-only minimum ("Cart: Delivery Amount Minimum Value") that blocks the Delivery method specifically once your order is below it, without blocking Pickup.
• A per-meal minimum quantity for Catering: each individual catering meal in your cart can have its own minimum order quantity, checked meal-by-meal.

You can't complete checkout while any minimum you're subject to is unmet.
