Wholesale is a special sub-tab of A la Carte (menu option id 3) meant for customers whose account has one or more Wholesale Locations assigned to it. It shows that customer's own wholesale menu(s) and a per-location discount % applied to prices. In the current version, the redirect-away behavior only fires when your account's wholesale-locations list resolves to zero active locations (e.g. it was explicitly cleared); an account that was simply never given any wholesale locations can still land on the Wholesale tab without being redirected, just without any wholesale menu data to show.
