It appears when your account has a Delivery Application Fee percentage set above 0 (Client Config, under the Fedex settings — this field is only offered when the Fedex module is active). The tile multiplies the total carrier delivery cost on bags in the range (Total you Owe for Fedex) by that percentage – it is Sprwt's cut of your Fedex shipping cost for the period, separate from the per-route Total you Owe to <route> - Delivery Fees tiles. If the fee percentage is 0 (the default, and the only value possible without the Fedex module), the tile is hidden.
