Settings > Delivery Settings > States lists every state/province your business serves. Each state carries its Abbreviation, Country, a default Tax % and an optional zip-code Input Mask. States are referenced everywhere an address is entered: the zip-code list is organised in one tab per state, pickup locations belong to a state, and the tax rate of the state is the default rate applied to orders whose zip code has no override.

The list shows the columns ID, State, Abbreviation, Country, Tax. Inactive states are shown with an INACTIVE - prefix. Use Add new to create one, or click the ID to edit. A How to Create a State video button is available at the top.
