It lets you exempt a specific email address or an entire @domain from every automated signup bot filter (CAPTCHA requirement, disposable-email/name checks, datacenter-ASN check, per-IP and site-wide signup velocity checks), for the case where a real customer reports they can't register and it turns out our bot defenses are the reason.
