If a legacy delivery-labels compatibility option is enabled on your account, the report populates per-route and per-pickup-point lists used to build the Standard Delivery Label and Standard Pickup Label groups, plus catch-all "All Delivery"/"All Pickups" bulk options. Without that option active, those lists stay empty and the Standard Delivery/Pickup label groups don't appear on the report at all — most accounts on the current label system won't see this mode; it's a compatibility path for older setups.
