No - despite the name, the Menu Builder builds your website navigation (the links in the header bar and footer), not meal menus. You create menu groups (one for the header, one for the footer), fill them with links to system pages, custom pages, meal categories, product categories or any URL, arrange them by drag-and-drop into dropdowns, style each link, and choose which pages a group is shown on. Meal menus are handled by the Meal Prep Menu and related pages.
