Import appears for an account that has not yet completed a successful transaction sync with Plaid — typically because you turned Import & Sync transactions off when connecting it, or because its very first sync with Plaid hasn't completed yet. Clicking it reopens the Import transactions window for that institution so you can select the accounts, choose a start date and click Save and Continue to import the history and enable syncing. Until that import succeeds, the account's Sync? toggle stays disabled and the background job skips it.
