It is the Uber Direct delivery fees Sprwt and the kitchen add on top of the courier quote (Uber Direct Sprwt Fee above Quote + Uber Direct Kitchen Fee above Quote, both saved on the order at checkout). It is charged when the order is cancelled while Processing or Ready — i.e. preparation already started — and reduces the maximum refundable amount. Orders cancelled while still New have no fee. Once applied it is marked Paid on the order so it is not charged twice.

In the current version, orders in Waiting also show no fee because of how that status is matched internally.
