For a raw ingredient, Ingredient COGS is the cost recorded for its default supplier from imported receipts (see Import Supplier Receipt) and is read-only here – change it by importing a receipt or editing the ingredient. For a sub-recipe row the column shows its production price (ingredient price + labour) as an editable link: click it, enter the new production price (Enter the production price) and save. After a change a banner reminds you: A production price was updated. Refresh the page to reflect the changes. Editing prices requires an admin user.
