When the Account Members module (or a Base/Pro/Enterprise plan) is active, the location form shows Corporate/Parent Membership Restriction - a user search box. Adding users there links the location to those parent accounts, so the location is treated as a corporate pickup point for that membership and its members. Saving the location updates the list of allowed locations on each selected user (and removes the location from users you took off the list). Leave it empty for a public location.
