Departments cannot be deleted; switch Is Active? off instead. An inactive department disappears from the Job Department dropdown when creating or editing job roles, so no new roles can be attached to it. Roles that already belong to it keep the link and continue to show the department name in the Roles list and in the Schedule's Department View.
