Deleting does not remove the record; it marks the ingredient as inactive so it no longer appears in the normal list or in the "Add Ingredient or Sub-recipe" picker. To see deleted items, tick Deleted Ingredients (or Deleted Subrecipes) under Filter preferences > General. From that view you can Restore a single item from its row menu or select several and click Restore. Recipes that already contain the ingredient keep it.
