It's a multi-select of your wholesale/retail pickup locations, shown as its own Wholesale Settings card on the customer's profile page (above the Orders & Payments / Subscriptions / Preferences tabs) when your account has wholesale locations configured. Whatever locations you pick here are the ones this specific customer is allowed to buy from as a wholesale buyer — it controls which wholesale menus/locations show up for them, not their delivery address.
