It's a checklist on Client Config, tab Notifications that controls which categories of notification are actually created at all: Orders, SMS, Reviews, Payment Failures, Subscriptions, Stock Alerts, and Events. All seven are checked by default.

Unchecking a category stops those notifications from being generated anywhere in the app — it's not just a display filter on the bell, it prevents them from being recorded in the first place.
