When on, the customer's catering ordering page shows an End Time field alongside Event Time so they can specify when the event/service wraps up, not just when it starts. When it's off, only the start Event Time is collected — unless the Venues module is active with its "Allow Venues" setting on, in which case the End Time field always shows regardless of this toggle.
