It limits which kinds of proposals your team can create: Both Standard and Personal Chef (default), Standard only or Personal Chef only. On the Proposals list, when only one type is allowed, the Add New From Scratch button goes straight to that type instead of asking; Personal Chef proposals also hide some standard-only sections, such as the additional notes section.
