This Payment-group setting (default 5; label spelled exactly "Max stripe card declines before user account supended" in the product) protects against card testing on new customers only - it counts declined-card attempts (Stripe error code card_declined) for a customer who has never completed a checkout yet. Once that count goes above the configured number (so 6 declines by default), Sprwt marks the customer's account suspended. It never applies to super admins, to an already-suspended account, or once the customer has a completed first checkout. A suspended customer cannot check out until an admin turns the "Is Active?" toggle back on for them on their customer edit page (Users). The threshold value has no editable field anywhere in the admin (it has no 'public' tab); ask support to raise it if legitimate first-time customers are being suspended too easily.
