When your site uses a Menu Builder mega-menu, a thin information bar is shown under the navigation with your phone number, email, review buttons and (if enabled) the cut-off countdown timer. Setting Hide info-bar below menu to Yes removes that bar. It has no effect on the standard (non-Menu Builder) header, which does not have this bar.
