Allow Modify Meals? (tooltip: "Allow customers to modify meals in this plan") decides whether subscribers can swap or change the meals in their deliveries. Switch it off for plans where the kitchen decides the menu (typically together with Auto Select Meals? on). The value is saved with the plan and read by the customer meal-selection screens. It is off by default on a new plan, so remember to switch it on if you want customers to choose.
