The Campaign Use Case tab shows the Campaign Registration Update Time and:

• IN PROGRESS – under review; the page warns this "may take several weeks" and that you cannot send traffic on the campaign until it is verified.
• VERIFIED – approved; step 3 (adding numbers) becomes available.
• FAILED – rejected. A Resubmit button appears; you must pay the $15 campaign fee again, then Sprwt deletes the failed campaign, waits a few seconds and creates a new one.

You cannot resubmit while a campaign is still in progress or verified ("You can't Resubmit another campaign use case unless your last one has Failed"), and you cannot create a second one ("Campaign already submitted").
