These control which fulfilment methods a Proposal is allowed to offer the client: Allow Pickups, Allow Delivery, and (with the Venues module) Allow Venues. Each toggle only shows up on this tab if the corresponding site-wide delivery option (Allow Pickups / Allow Delivery / Allow Venues, set elsewhere in your general order settings) is itself turned on.
