They live in the status dropdown at the top-right of the bag form:

• Active – Inactive bag types are hidden from ordering: an inactive bag is never selected for a cart.
• Proposals Only (Proposals module, when proposal bags aren't disabled) – This bag type is only available for proposal orders; it moves to the Only For Proposals tab and is skipped for regular online orders.
• Not Returnable – Bags of this type cannot be marked as returned; the list shows a red Not Returnable badge and the return-fee credit never applies (staff can't move the bag to the Returned status).
