They apply to customers ordering online: on the catering ordering page the quantity and hours steppers on a Labor & Equipment card jump up to the minimum when the customer increases them, and if the customer ends up below the minimum quantity (or, for labor, below the minimum hours) the item is removed from the order. Equipment items only have a minimum quantity check. On admin proposals and templates the minimums are not enforced; staff can enter any quantity and hours.
