If you use the bag system with a return fee, Total Bag Return Fees adds up the return fees recorded on bags in the range. In the Profit And Loss Report this same figure is only shown to Sprwt super admins and is marked "Not being used", so treat the Fees-report tile as informational; it is not deducted from any total.
