List Users, Edit Users, Edit Users - Digital Wallet (balance), Edit Users - Wholesale, Edit Users - User Roles (lets the admin change which role a user has), and Edit Users Roles (lets the admin create/edit the roles themselves). That's all six permissions in the Users group.
