Quick Actions (under Fulfillment Overview) are shortcuts: Ordering Metrics (needs the Sales Metrics permission), Go To Menu (the Menus page for the current date; needs a selected kitchen) and Go To Meals (the meal catalogue).

The green + Create New button in the header opens a menu of things you can create in a new tab: Meal, Client, Menu (for the current date, when a kitchen is selected), Pickup Location (needs Edit Pickup Locations), Retail Location (Retail module + Edit Retail Locations) and Coupon (needs Edit Coupons). Items you lack permission for are simply not listed.
