These only matter if your business is outside the United States:

• On Behalf Of (OBO) - for a limited set of countries Stripe lets Sprwt process charges on your behalf, which gives you reduced interchange and processing fees (Sprwt's OBO rate is configured as Stripe: Sprwt OBO Fee Percentage). Sprwt turns this on with Stripe: Lower OBO Rates when your country qualifies.
• Sprwt Crossborder Payouts Fee - if your country is not on the OBO network but Stripe can still pay you as a cross-border payout recipient, Stripe charges a variable cross-border payout fee (see Stripe's Connect pricing table; Sprwt records its share as Stripe: CrossBorder Fee Percentage, default 0.5%).
• Exchange Fee - if your account currency is not USD and you are not an OBO entity, 1-2% foreign exchange is charged to convert funds.

The Processing Fees page's second table shows which of these apply when Charging Cross Border Payout is YES or NO. Your country of record is fixed when the Stripe account is created (see the Country Code on the Connect page).
