This card appears when the FedEx or Shippo module is active and is Used for carrier label generation: Weight per Meal, Box Weight, Length, Width, Height in your system units (Theme: Kitchen > System Unit Weight (Metric vs Imperial) / System Unit Size (Metric vs Imperial)). These fields feed FedEx rate/label requests; Shippo currently only reads the bag's Weight per Meal from its own Shippo settings card, not from this one.
