The List POS Devices permission controls this. Without it, opening the POS Devices page sends you back to the dashboard. This same permission also gates opening a device to edit or create one — there's a separate Edit POS Devices permission listed in the permission picker, but in the current version nothing on the POS Devices screens actually checks it, so List POS Devices alone is enough to both view and edit.
