A step is complete only when all its required tasks report done from real data (for example the Kitchen settings step needs at least one meal category; Suppliers, Portion Sizes and Sub-recipe Groups are optional and never block it). The config-only sub-steps (Payment details, Your business details, Your branding) have no data check, so those steps are marked complete only when you press Save & continue on them. Progress for kitchen-scoped steps (Delivery settings, Events, Meal recipes, Products, Ordering system) is saved per kitchen, so switching the active kitchen shows that kitchen's status. If a task still shows incomplete after adding the data, reopen the step – the cards are re-read from the server on every load.
