That's configurable — "Cart: Amount Minimum Applied to Discounts" decides whether the store-wide minimum is measured against your Subtotal With Discounts (after coupons are applied) or your plain Subtotal Without Discounts (before coupons; this is the default). In the current version, only the A la Carte and Catering per-module minimums have their own independent version of this same switch — other per-module minimums (e.g. Grab & Go, Realtime) don't expose a separate toggle and simply follow the "before discounts" default.
