Is the dynamic delivery threshold compared against the subtotal before or after discounts and tax?
It is compared against the cart subtotal of items (before delivery fee and tax). In the current version the comparison uses the item subtotal as calculated by the cart, so coupon discounts on items are not subtracted first.
