Only if the business requires it (Config, tab "Business: General", "Is Email Required?"). If it's not required and you leave it blank, the system generates a placeholder internal address for that member (they won't receive a login email and effectively can't sign in on their own) — meaning they're managed entirely through your primary login rather than logging in independently.
