Team-member in-app proposal alerts are always created with a "proposal" type, but the Enabled Notification Types filter (Client Config, tab Notifications) only allows through Orders, SMS, Reviews, Payments, Subscriptions, Stock, and Events — none of which match "proposal." Unless that filter has been left completely empty (which turns off filtering entirely), every proposal-team in-app alert is silently dropped before it reaches the bell, even if a team member's own "notify in-app" preference is turned on. Email and text alerts for the same event aren't affected — only the in-app bell delivery is impacted.
