The overall cart minimum only counts items from the modules ticked in Cart: Order Modules Amount ($) Cart Minimum Applies, and that list is empty by default. Tick the modules you sell (for example Packs, A la Cart, Catering) and the minimum starts being enforced. Other things to check:

• Cart: Amount Minimum Value must be greater than 0.
• If you use coupons, decide whether the minimum is checked before or after discounts (Cart: Amount Minimum Applied to Discounts).
• Per-module minimums (e.g. A la Cart: Amount ($) Minimum Value) are separate settings and apply on their own.
• Delivery-only minimums use Cart: Delivery Amount Minimum Value and require Allow Deliveries = Yes.
