SMS credits/balance, purchased numbers, templates, sequences, and the A2P 10DLC profile/brand/campaign registration are all account-wide settings, not scoped to an individual location (reseller) — the same wallet, numbers and compliance status are used no matter which location's admin sends a message. The Client Config entries behind these features are marked account-only, so they don't appear as separate, per-location settings when editing a specific location's configuration. Recipient groups such as Pickup Locations let you target customers who pick up at one specific location, but the balance charged and the number used to send still come from the single shared account.
