Create two bag types and use the Pickup points and Delivery routes cards: tick only the pickup locations on the "pickup bag" and only the delivery routes on the "delivery bag". At checkout a bag is eligible only if the chosen pickup location or route is ticked on it, so pickup orders receive the pickup bag and delivered orders the delivery bag. A bag with nothing ticked in either card is never used.
