Click the action icon at the right of their row — a red "Suspend User" icon on the Active tab, or a green "Unsuspend User" icon on the Blocked/Suspended tab. Confirm the prompt and the table reloads with the user moved to the other tab. This does the same thing as the "Is Active?" toggle on the edit page.
