Use the Limit Per User field in the Coupon Limits card: start typing the customer's name or email in the "-- select user --" box and pick them. Only that account can apply the coupon; anyone else gets "This coupon is not valid". Clear the box to remove the restriction. If the selected user no longer exists, saving fails with "The user set is not valid!".
