Open Catering > Settings > Proposals tab > Delivery Methods on Events and switch off Allow Venues (the same setting is shown in Configuration > Order: Venues as Catering: Show Venues on Proposals). The Venues option disappears from the proposal delivery method dropdown, but venues stay active for Catering Online Ordering and the Calendar. To hide venues from the website as well, set Configuration > Business: General > Allow Venues to No.
