Use Catering: Show Pickup on Proposals and Catering: Show Delivery on Proposals (both Yes by default). Setting one to No removes that fulfilment choice from the proposal editor's event details, so a proposal can only be built with the remaining option(s). Pickup and delivery must also be allowed globally on your site for the option to show at all. Venues have their own switch on the Order: Venues tab.
